Solutions provided:
Remove all insulation. Sanitize the attic. Install baffles. Weatherstrip and insulate attic hatch. Using spray foam seal all crevices and penetrations of wiring plumbing etc. Blow in all new cellulose insulation to a depth of 14 inches. R49
Remove all nesting materials and debris in the attic at the front louver vent. Sanitize the area. Install heavy gauge stainless steel screen over front and rear louver vents.
