Solutions provided:
Remove all accessible insulation and any mice fecal matter in attic space. Sterifab to disinfect and treat for mites, lice, and bacteria. Install baffles at soffit lines and around 10×8 section of storage plywood. Seal any visible gaps, cracks, and conduit lines with copper cloth and spray foam for an air seal. Install one attic tent over entry point. Blow in new cellulose insulation to R49 (14 inches).
